NAIOP: Canada-Ontario Partnership Unlocks Housing Supply

TORONTO, April 1, 2026 /CNW/ - NAIOP Greater Toronto, the Commercial Real Estate Development Association, applauds the Canada-Ontario Partnership to Build as a decisive step toward getting stalled housing projects moving and increasing supply across the province.
The partnership, which includes $8.8 billion in federal funding over 10 years, directly targets two of the most pressing barriers to new development: excessive development charges and the lack of housing-enabling infrastructure.
NAIOP welcomes the commitment to reduce development charges by up to 50 per cent for three years across municipalities representing the majority of Ontario's population. These reductions, tied to investments in housing-enabling infrastructure, will help restore project viability.
"Development charges are one of the most significant barriers to new housing supply," said Noah Gordon, NAIOP Greater Toronto. "By taking decisive action to reduce these costs, both governments are showing real leadership in accelerating housing delivery".
NAIOP also strongly supports the commitment to fund the Waterfront East LRT, a long-awaited project that will enable new developments in Toronto's eastern waterfront, including the East Bayfront and Port Lands.
"Transit investment and new housing must go hand in hand," said Gordon. "The Waterfront LRT is a city-building project that will enable complete communities and support long-term economic growth."
Combined with HST relief on new housing, GO Expansion, and long-awaited transit investments across the GTHA, this package brings together the key levers needed to unlock new housing.
NAIOP has been actively engaged with all orders of government on the need to reduce development costs and accelerate infrastructure delivery. This announcement reflects many of the solutions put forward by industry and reinforces the value of continued collaboration. NAIOP looks forward to working with both governments to support implementation and ensure these measures translate into new housing supply on the ground.
